Honestly we haven’t taken it to the beach yet, but I think it will be fine in the sand. The wheels are for a beach wagon.
Total cost was right about $150. It didn’t take long to build if you are comfortable with a drill, and basic hand tools.

I was able to get 6” hex head bolts, washers, lock washers, and nuts (3/8” hardware) at Home Depot
The wheels are through a 3/8” hole about an inch from the bottom, and a 3/8” hole about 1/2” from the top for the spring clip. The holes were drilled with a smaller drill bit, then re-drilled with a 3/8” bit.
There is a little bit of trial and error to tighten the nuts on the tube and not squeeze the wheel.
